Is there somewhere on the Internet to do a free criminal background check on someone like the no cell phone use?

What You Need to Know About Background Checks International
I started doing background checks in the summer of 1994. A year Later I was looking to provide the records for a new client at the time, McDonnell Douglas. I was surprised to find that the only company I could find (I Internet was not yet.) What did criminal background checks in Italy was actually selling media (newspapers, radio and television) reports and call it a criminal background check.
SURPRISING FACT # 1. Many companies sell media look-ups as a criminal background report. I know this sounds crazy, but I'm not kidding. The crime has to do in the newspaper or they have nothing to report. And what happens to a persons test results? That has to do it in the paper also for you to get a provision. Unfortunately that type of exactly what is still common today. These companies selling these reports always have a name invented for this type of service to make sounds like you're really buying something useful. Usually the package with a check List of International Terrorism Watch List OFAC surveillance, two of which you can do for free in minutes.
Despite what you may have heard, or thought I knew, international criminal checks are still very much a crap shoot. In some countries which are not expensive, contain what Americans know as much as misdemeanor and felony crimes arrests and convictions, are timely and accurate, such as Australia. Other countries simply do not consider criminal records to be public information, therefore accessible to the public, such as France.
SURPRISING FACT # 2. Many countries do not make their criminal records available to any person. France doesn't think anyone is entitled to know whether their citizens and residents are criminals. Do not believe me? Call the French Embassy in Washington. That's what I did.
The Internet is full of companies that say they can obtain criminal records of many countries I know for a fact do not provide criminal records to anyone. In Britain you can get what is called a certificate of authorization of Scotland Yard. It will says the person has or does not have a criminal record, but it doesn't tell you what the criminal record is!
SURPRISING FACT # 3. Many countries criminal history reports are not worth the paper they are written. A good example is Mexico. As in many third world countries its registration system is like was here before computers. They could not find the records, if they so wished. India has antiquated records keeping, but at least make an effort to help.
Another example is China, but for a different reason. With all controlled by the State makes sense that you get what the state wants you to go to obtain. If I had to hire a software engineer from China, for example, and you want to make sure he / she is not a Communist spy, good luck. You will get just what I want you to see.
I once called the Egyptian Embassy in Washington and asked how to get criminal records official. The man on the phone told me to send him $ 200 and I was going to send the records. I said I wanted to know the normal procedure for obtaining records so I could do now and in the future. He said, OK, send me $ 150 and I get the records. I quickly realized that dealing with him was like dealing with a dealer in carpets from the Middle East. From talking to him has not work I called the U.S. Embassy in Cairo and asked how to obtain the records.
SURPRISING FACT # 4. In many countries the only way to get a REAL criminal history report is to have the applicant get it for yourself. The Philippines is a good example. But beware that there are vendors in Manila to make false documents for employment. Always get the original document, not a copy, and check with the person who signed it.
In some countries, the applicant can only obtain criminal history report if he / she is applying for a visa to work in the U.S.. Like most of the countries want their workers to work in the U.S. documentation will be provided. Japan and Singapore are two examples.
CANADA: We can get records from Canada. In fact, we get what is the equivalent of our FBI records, but requires fingerprints and can take more than 90 days. I always ask my clients, if you want me to sort the records, the applicant has to get fingerprinted, send the fingerprint card for me in California after which I mail mail to the RCMP in Ottawa, wait 90 days to recover and charge $ 100, or will you have today for free? How, you may ask? Answer: You have the applicant to fetch the same record. Each police station, whether city, state or RCMP can process your request for records, while they wait. A Again, ask to see the original document and may reimburse the applicant for the report if desired.
NOTE: If a Canadian living in Canada or person has a criminal record, one of two things usually happens. Or he or she will make an excuse why you can not get the police log, or never see again. They do not going to bother to get a record if they know so do not hire them. Oh, and if you want to sort records by you in Ottawa, the applicant still has to go to the police station Police to get fingerprinted, so it could also get the record, while he is there.
I could go on and on but the conclusion is: READ THE FINE PRINT. Do not buy a service that will not tell you the source of the records. Ask how the information is current and ask if contains what we in the U.S. consider arrests for misdemeanors and felonies and convictions or dispositions.
If you have doubts about the accuracy of the information in this article or what you have been told by another company international background check, call the Embassy in Washington for the respective country who cares. Ask for the legal attach? Ask how to get the REAL criminal records of that country. That's what I did, and it is like I started doing REAL international background checks. That's why I'm an expert people to call.
